RESUMO: O artigo analisa os aspectos essenciais da implementação da Política e do Plano Nacional de Enfrentamento ao Tráfico de Pessoas no Brasil no sentido de se garantir a eficácia das ações planejadas e a estruturação de políticas públicas e de direitos humanos serem desenvolvidas em parceria entre a sociedade civil e o poder público. Demonstra que fatores históricos, geográficos, culturais, econômicos determinam a realidade brasileira concernente ao tráfico de pessoas, seja com vistas a prostituição ou seja em relação ao trabalho escravo e práticas análogas. Reafirma a difícil tarefa de proteção dos direitos humanos prevenindo e enfrentando o tráfico de seres humanos, uma vez que não é suficiente declará-los, mas necessário promovê-los, ensiná-los e protegê-los.

ABSTRACT: The article analyzes the key aspects of the implementation of the Policy and National Plan to Combat the Traffic of People in Brazil in order to ensure the effectiveness of planned actions and the structuring of public policy and human rights to be developed in partnership between civil society and government. It shows that historical, geographical, cultural and economic factors determine the situation in Brazil regarding to the traffic of people, whether with the purpose of prostitution or for forced labor and for similar practices. It reaffirms the difficult task of protecting human rights by preventing and addressing the traffic of human beings, once it is not enough to declare them, but also it is necessary to promote, teach and protect them.
